It will never get up and running. Things have changed so much in the last two years that it is now too politically dangerous to let the expensive machine ever become opperational. Let me explain.
Two years ago, everything was going good and they were getting ready to fire that expensive machine up. Since then everything seems to be going wrong, it keeps breaking down. On top of that, all kinds of wierd theorys about black holes popping into existence and destroying the world have started circulating. The latest nonsense involves time travelers coming back from the future to prevent it from opperating and thus save the world. What is going on?
Well, two years ago a new theory of everything was published by physicist surfer dude Garret Lisi. The problem with that, is that Lisi' theory destroys 80 years of manipulation that have prevented anyone from understanding what physicists are talking about, including physicists.
What does one thing have to do with the other? Lisi's theory offers several ways to test for confirmation of the theory, each of which require the energies only Cern can produce.
No phyicists are talking about Lisi's theory anymore because almost all physicists are String Theorist and if Lisi is right, that means they are all wrong. It is very dangerous for a gambler to put all of his money on the wrong horse, yet, that is exactly what 95% of all theoretical physicists have done. If Cern ever starts working properly, it can't prove string theory, but it can prove Lisi's theory. That makes it real simple, Cern is doomed.

This stuff is part of a propaganda campaign aimed at turning the public against cern to mitigate public anger when they scrap the project entirely.
